Medical Directors
DR. JAMESON
Chief Medical Officer and EMS Medical Director
With the support of the PMC team Dr. Jameson currently serves as the Pinellas County EMS Medical Director and the State of Florida EMS Medical Director. He sits on the Florida EMS Advisory Council and the Florida Trauma Systems Advisory Council. He serves on the board of directors of the Florida Association of EMS Medical Directors and the national Prehospital Guidelines Consortium. In addition, he represents the National Association of EMTs on the American Heart Association ECC Committee.
In addition to his EMS work, Dr. Jameson continues an active clinical practice in a large academic Emergency Department and serves on the faculty of the University of South Florida Morsani College of Medicine.
DR. LOZANO
Associate Medical Director for Research
Dr. Michael Lozano Jr. is a physician board‑certified in Emergency Medicine, Emergency Medical Services, and Clinical Informatics. He is a recognized leader in EMS system design, clinical quality improvement, and data‑driven operational strategy. With extensive experience in EMS leadership, business operations, and healthcare informatics, he helps organizations strengthen clinical performance, optimize workflows, and build sustainable, high‑reliability systems of care.
DR. SMITH
Associate Medical Director for Special Operations
Dr. Andrew Smith is Board Certified in Emergency Medicine and Emergency Medical Services. His focus is on Special Operations and he provides primary physician oversight for all specialty teams including: Critical Care Transport, HAZMAT, SWAT, Tech Rescue, and USAR.
DR. DUMAS
Kenneth Dumas, MD, is a board-certified Emergency Medicine and Emergency Medical Services physician. He serves as an Emergency Medicine physician at Tampa General Hospital and as Associate Medical Director for Pinellas County EMS, where he is involved in clinical oversight, quality improvement, and provider education and training. Dr. Dumas completed residency training in Emergency Medicine at the University of South Florida and a fellowship in Emergency Medical Services at the University of South Florida. His clinical and administrative interests include EMS system quality, protocol development, performance improvement, and the education and training of prehospital clinicians.
ON-LINE MEDICAL CONTROL PHYSICIANS
Dr. Uebelacker
Dr. Morgan Uebelacker is a graduate of the University of South Florida’s Emergency Medicine Residency Program and is the current EMS Fellow at USF.

DR. NGUYEN
Dr. Anh-Vu Nguyen has been an emergency physician for 23 years and at C.W. Young VA Hospital since 2004. He has served Pinellas County Emergency Medical Services as an On-Line Medical Control Physician since 2006.

DR. SEMMONS
Dr. Rachel Semmons is Board Certified in Emergency Medicine and Emergency Medical Services. In addition to her work with PCEMS, she serves as the City of Tampa Fire Department Medical Director and she is the Program Director of the University of South Florida EMS Fellowship.

DR. FRANK
Dr. Marshall Frank is Board Certified in Emergency Medicine and Emergency Medical Services. In addition to his work at PCEMS, he serves as the EMS Medical Director for Sarasota County Fire Rescue and is on the faculty at Florida State University College of Medicine.

Dr. James “Jim” Hillman is Board Certified in Emergency Medicine, Pediatric Emergency Medicine, and Medical Toxicology.

DR. DOOLEY
Dr. Dooley is Board Certified in Emergency Medicine. She has extensive experience in Emergency Medical Services. Her focus is on education and quality management.

DR. TERSHAKOVEC
Dr. Stephanie Tershakovec is Board Certified in Emergency Medicine and Emergency Medical Services. She completed her EMS Fellowship at the University of South Florida. In addition to her work at PCEMS she serves as the Medical Director at TransCare in Tampa and Interim Medical Director of TGH Aeromed.

DR. LEMING
Dr. Melissa Leming is Board Certified in Emergency Medicine. She completed her Disaster Medicine Fellowship at U-Mass Worcester. She practices Emergency Medicine at Tampa General and in addition to her work with Pinellas County EMS she is the Hillsborough County Health Department Mass Casualty Director.
PRACTICE ADMINISTRATOR
Shelly Childers is our Practice Administrator and provides support and assistance to the Chief Medical Officer/EMS Medical Director, Associate Medical Directors, and other members of the Office of the Medical Director (OMD). She coordinates calendar management, travel arrangements, event planning, meeting schedules, the OLMC monthly calendars, record management, web page updates, projects, and reports. She has fiscal and personnel management responsibilities. She coordinates communication flow within the County team and the Office.
Prior to joining the OMD, she was the Executive Director for the Northern District of New York Federal Court, and the Curriculum Coordinator for Medical Education at SUNY Upstate Medical University. She served in the United States Air Force as a Security Police Officer. She has competed in 7 triathlons, is an avid gardener, a sports enthusiasts of Syracuse University basketball and football, and a Green Bay Packers shareholder.
Shelly has a Bachelor’s degree from Columbia College and an Associate of Applied Science degree from Cayuga Community College in Paralegal Studies.
Originally from Syracuse, NY, she now calls Safety Harbor her home.
